MultiLanguage problem in Windows XP Professional

I have germany version of Windows XP Pro. But i want to work with
´russian applications too. How can I do it?

Switching the user interface language is only supported through the
Multilingual User Interface Pack (MUI). The MUI is available for
corporate customers only through volume licensing contracts; it's not
available in a consumer retail package.
