multi user operation

is it possible to run applications as one user while still allowing
other users so login, like it is possible on systems running unix or
windows xp?

With Terminal Server its possible. Are you looking this feature with out
Terminal server?

Not under Windows 2000, except for jobs that run as services
(e.g. Task Scheduler, psexec.exe).

"Terminal Server" requires Windows Server. It is not available for
Windows Professional.

Not really, if you can find a way to run the program
as a service . . .
