Multi-homing and vpns

A basic question: Could someone say whether the following setup, or some
very similar variation, is possible with Windows XP Pro?

Computer ONE will have two connections (two nics):
NIC 1: A VPN Connection for all attempts to reach a limited,
specific set of public IP addresses--via one ISP (ISP "A"), and its provided
public static IP address.
AND
NIC 2: Connection to router (*NOT* using VPN), which provides all
connection to the other local computers (private IPs), and also to ALL other
public IP addresses--via another ISP (ISP "B") and its provided public IP
address.

Computer TWO-FIVE:
Only one connection: to router (ISP "B" and other local computers).
No VPN.

A simpler, but less desirable alternative: One ISP provider for all
computers: but the VPN connection is used only when trying to reach a
limited specific set of public IP addresses, or receiving traffic from a
specific set of IP addresses (or a certain set of ports); otherwise the VPN
connection is not used.

The routing would have to be automatic, i.e. without recoding of apps, based
merely on the destination IP address.
