Multi Event ICS File Issue

I have manually created an ICS file that contains multiple events, using
Method: Publish

The problem that I have is if I run the same ICS file through the import
wizard, it creates duplicate events.

My events have a UID: specified, so I thought that would tell Outlook that
it already has the event on its calendar and not add it again.

Is there another property that I should be using in the ICS to make sure
Outlook does not add a 2nd (duplicate) event if the same ICS is re-imported a
2nd time?

The ics import does not look for duplicates, it just imports.
