MUI installation on Win XP Pro SP2

Hello,
Is it possible to install a MUI package on Windows XP Pro SP2?
Or do we have to install MUI package on Windows XP Pro before all Service
Pack installations?

You can install MUI on Sp2 as well but it might ask for a xp sp2 cd for
copying the mui dll files for the language pack.
