Is this security update for user who's running Window Live Onecare in Vista?

Yes. OneCare installs MSXML 4.0 on Vista. Why it can't rely on MSXML 6.0 is
anybody's guess.

No, it's correct; SP2 refers to the level of the XML parser not to Windows.
