mso9.dll is absent

outlook 2000 contains mso9.dll which is used for outlook addin. This file is
not present in outlook 2003. What's the replacement of this file in outlook
2003.

this link is for outlook addins which use mso9.dll for outlook 2000
In outlook 2003 there is no mso9.dll/mso.dll
so my question is which dll in outlook 2003 i should use which is same as
mso9.dll in outlook2000

As I said; it's mso.dll now.
You'll find it in Common Files instead of the installation directory of
Office 2003.
