MSO 2003 Calendar - "edit labels" greyed out

No matter how I approach it (from the menu, the icon, or an appointment) the
"edit labels" option is always greyed out. Our home office rolled out a
network upgrade from 2000 last week, which may or may not have anything to do
with it.

Why would it be unavailable?

Where are the labels stored? Is there an indirect way to edit them?

It may be set via a group policy.
