Calendar labels for calendar in 'All Public Folders'

We are a small site (30 PCs) and run a server with Exchange.

We want to change the calendar labels and colouring. I know how to change
the labels for my own calendar (when in calendar Edit, Labels, Edit Labels)
but how is it done for the public calendar(s) please? Edit Labels is greyed
out.

It's done the same way ... but only by someone with Owner permission on the folder.
