msmsgs.exe-unable to locate component

I keep getting this error everytime my computer is started. under this error
there is a message "This application has failed to start because gdiplus.dll
was not found"

How can I fix this?
 
Start>Run>type MSCONFIG and press OK
Click the Startup tab and scroll down to msmsgs
and uncheck/disable it. Click Apply and Close. Reboot.
