msmsgs.exe-unable to locate component

I keep getting this error message "msmsgs.exe-unable to locate component" .
"This application has failed to start because gdiplus.dll was not found"

How can I fix this error?
 
I have searched the web for solutions but to no avail... I heard that
msmsgs.exe is Windows Messenger. Why not use MSN Messenger for the meantime?
You can just download it from http://messenger.msn.com/ .
 
Eliminate msmsgs from the registry entirely, all cases of it. Locate and
delete msmsgs.exe file. Do this if you don't use the onboard messenger or
MS remote troubleshooting support.
