Suddenly, none of the desktop icons that refer to the Internet work.
Clicking on them gets a popup window asking what program to use to open the
file. ?!?!

Even when I create a new desktop icon, and give it "http://www.yahoo.com" as
the program, it won't launch. Yet, the "big e" will launch MSIE, and I can
run iexplore.exe from the command line.

How to fix?

Open the IE tools menu, and try the link for "Diagnose Connection Problems"
