MSI installation packages are slow to install

Hi,
I'm considered the tech person at my job and was given the task of installing Windows XP Pro and Office 2000. We have a small network of about 10 computers on an NT domain structure and all users have local admin privileges. XP works fine but my problem is with Office, or anything that uses the Windows msi installer system (for end user it is most visible with Office). The problem is that after I installed Office, any time a user opens Outlook or try to install an update the "Preparing to Install" box opens up and the installation takes forever (30 minutes at least), just to install some office assistant or something minor. Whereas if I log on as my Domain admin account the installation zooms by. This really annoys my users because they have to wait for the dialog box. This happens anytime I have them try to install any application, such as Adobe for instance, that uses the msi installation package. I have a strong feeling this is a permissions problem but am not sure why since users have local machine admin privileges. Also, in the Event Log I notice errors like the following by the boatload:

Failed to connect to server. Error: 0x800401F0

(Why would Office need to contact a server?) Can anyone provide some insight as to how I can correct this problem? Thank you very much in advance for any help you can provide.
