MSI includes MDAC 2.7 Merge Module

I am having problem installing application into some of my
user's PC. For all users who does not have local admin
right have problem after the application installed.
Everytime when the user execute the application MDAC
installation screen pop up and running in the infinite
loop even clicked on the cancel button.
Can anyone there help me with this problems???

I don't understand. Why is the "user" trying to execute an MDAC
installation?
