MsHome network problem

I have 2 PC's both running XP Pro,
however I am having problems accessing "mshome" work
group. I get the following message when I try to call
up the work group or access the other PC.

"MShome is not accessable. You might not have permissions
to access this network resource. Contact the network
administrator to find out if you have access permissions.
The list of this workgroup is not available."

All the cables, cards, are all working ok, all fire walls
are off & file & printer sharring is on on both PC,s.
The problem is the same if I configure with a router as
it is when I configure as "host & client".
the problem is also present using win 2000 pro to win
2000 pro.
I can access the internet fine on with computers.

This one is really driving me nuts,if any one knows whats
wrong or has any ideas I could sure use some help

Ensure all firewalls are disabled or removed while
troubleshooting. Also, enable NetBIOS over TCP/IP on all
machines. The basics are all machines have the same
workgroup (eg. MSHOME) and the same subnet mask of
255.255.255.0. If the subnet mask is different, the
machines are on different networks.

If you have DHCP present, click Start, Run, type "cmd"
(without quotes) and press Ok or ENTER. Type ipconfig or
ipconfig/all to view your current network settings. If
the subnet mask is different, type ipconfig/release then
ipconfig/renew. Otherwise, you'll need to configure your
settings manually.

No firewalls installled, the connection between the
client & host is DHCP Auto gonfig Client IP address is
168.192.0.105: Subnet mask 255.255.255.0 :Defult gateway
192.168.0.1
The host connection to the client is manually configured
IP Address 192.168.0.1: Subnet Mask 255.255.255.0:
The host connection to my cable modem is auto Config
IP address 24.244.220.118: Subnet Mask 255.255.254.0:
Defult Gateway 24.244.220.1:DNS & DHCP servers
24.244.218.11

Everything seems to be ok with this config I can access
the host PC from the client if the host boots last & the
Client is the first to call up the network info"mshome"
but I can never connect from the host to the client.
could the different subnets on the host cause this even
though the host-client connection is on the same subnet?
Also how can I tell if NetBIOS is enabled & how to enable
if it is not.
