msconfig not on system how can I load it

It appears that msconfig is not on my system. When I hit start and run then
msconfig it says it cannot find it. I did a search for msconfig and did not
find one. I am also missing a program called service.msc. How can I get
these program back into my system so I can use them?

msconfig ---------- %SystemRoot%\pchealth\helpctr\binaries
\msconfig.exe
Services.msc --- %SystemRoot%\system32\services.msc /s
