msconfig lng to open

Hi I have a problem with msconfig.exe. When I try running it, it takes
forever to open. if I go to run and type in msconfig, nothing seems to
happen,
but if I go see in task manager it is running and taking up all the
resources.Memory usage is at about 40k for msconfig.exe. if I let it
run it will take about 10 minutes to reach approx 49k for msconfig,
then it will finally open. It shouldn,t be a virus since the virus
apparently opens it and closes it right away. But to be on the safe
side I ran my avg complete scan, and trendmicro online scan and both
showed no virus.Also ran them in safe mode. I ran adaware and
pestpatrol with latest updates and nothing major came out of there.
I also noticed that people who have a virus which can effect msconfig
also effects regedit, but my regedit works perfectly and so does task
manager. I also tried running sfc /scannow and norton win doctor.
I also downloaded and installed xp_emergencyutility and ran msconfig
from c:/xp-emergencyutility and same thing happens.
I am at a loss right now, can anyone help?

Forgot to mention this is on winxp sp2 all updates installed
system restore is off
BTW does the same thing in safe mode.
Everything else on computer seems to run fine.
