MSCAT32.dll/File Signature Verification

I'm running a dual-boot 98SE/Win2k system, and in Win2k when I try and run
the File Signature Verification tool I get an unable to locate DLL error,
"the dll file MSCAT32.dll could not be found in the specified path..." and
lists over 15 different paths including D:\WINNT, D:\WINNT\system32, and
even some program directories.

Can I just download the file and drop it in a directory? If so, which one?

I also tried to run system file check (SFC /scannow), but it won't run
either, a dos box appears on the screen for a second and nothing happens.
 
Under W2K the file should be in system32 folder. It should also be in the
dllcache folder, so you can copy from dllcache folder manually.

I did a file search and it is nowhere on my computer. I was wondering if I
could download it from a site like http://www.dlldump.com/ and drop it in a
directory? And if so which one, D:\WINNT\system32?
