My laptop became infected with the blaster virus, i then
removed it. It was running fine, i then proceded to
install service pack 4 and now when i boot explorer has
about a 10-15 second delay before loading the task manager
and start menu, and i also cannot access some common
windows functions, the system log, i can see the events but
cannot bring up the properties even though i double click
and right click and select properties, then whey i try and
close it, it says close all open windows before exiting.
The add/remove programs is a blank screen with "add/remove
programs" written across the top in a small font. Please
help im out of ideas.

Uhm...
Just Service Pack 4 will not protect your computer against the
Blaster virus.
What else did you do to protect your PC against virusses, worms,
hijacking, adware and spyware?

Sounds Like you removed the Blaster Virus but not the Registry entries taht Blaster creates. Havn't a clue why it waited till SP4 was installed. Goto your Virus softwares web-site and get the blaster fix program which will remove the registry entries.

I also installed all the hotfixes i 4got to mention, but my client is going
to purchase norton antivirus as soon as i can figure out this problem. I
just noticed the problem after installing sp4 and the hotfixes.

You removed Blaster, ok.
Then you installed SP4 and the Hotfixes, right?
In the other answer you mentioned: "but my client is going

How did you got SP4 and the Hotfixes on that PC?
If it was by using Windows Update over the Internet, or
corporate network, you have a good chance Blaster or similar
worms infected the PC again in the mean time.

Todays practise should be:
Install Windows by using the CD, but don't connect it to any
network.
Install the latest SP and critical Security Hotfixes from a CD
(or USB drive).
Now connect it to the network and finish the installation.

I have seen this myself:
Installed a new PC, with fresh Windows 2000.
Then we connected it to the network to pick the SP, updates,
Virus scanner etc...
TOO LATE!! the PC got infected via the network right away.

The PC is not connected to any type of network, and I used a scanned USB
Drive to install the service pack and hotfixes. I also dont think that a
virus is what did this to my computer although i could be wrong. Im very
paranoid when it comes to viruses and when he brought it to me i put it in
quarenteen in the basement! :) So what do you think it could be?

I just attempted a repair w/out an erd and it still does the same thing and
i noticed that does not use any cpu at all after it says loading personal
settings it just stops no process is using any cpu.

Clean install, clean registry. Have a firewall setup program like
Zone Alarm on the machine ready to install into the new registry.
Do not allow anything to act as a server. Let the firewall ask
you for permission for everything. It takes a nanosecond for
blaster worm to get through an open port.

Unfortunatley it seems that half of the services did not start and will not
start which explain the delayed login time and certain pieces not working.
Im going to try my luck to get the services working
