MS03-039 Causes printing problems

After installing the MS03-039 patch in my Windows XP, I
lost the ability to print from any application except
Adobe Acrobat 6.0 Pro. The patch did not cause any
problems on my Windows 2000 Server on the same network.

I posted this info on the
Microsoft.public.windowsxp.Print_fax newsgroup and asked
if anyone had a solution to this problem. I received
three responses from others who noted they also had
problems in losing their printing capability after
loading the patch. The only way so far that anyone has
been able to restore their ability to print is to remove
the patch by restoring the system to its condition prior
to the date the patch was applied. That presumably
restores printing, but now the Windows XP is not
patched. So yes, I believe there is a problem with
Windows XP and the patch, but it's scope is probably not
sufficiently well defined to determine what coding is
causing the problem.

The suggestion was made that "If you have a verifiable
and reproducible problem then please detail it and report
it to Microsoft." That is a reasonable request. Can
someone please tell me how to report it to Microsoft?

The patch didn't cause any problems on any of the 3 dozen of XP machines
that I installed it on.

With so few people complaining about the same problem, I
assumed the problem must be local to my system. I then
backed out the previous patch(MS03-039), then reinstalled
it and now things seem to work fine. Must have been a
random electronic burp during the original installation
or some other gremlin. Seems to be working fine now.
Just wanted to close this issue.

There are so many things that can go wrong but people, of course, blame
Microsoft first.
