I sometimes find that my computer inserts different symbols when I try to use
my /, ? or" keys. I am not sure why it starts and I cannot make it stop.

You may be switching among installed keyboards. You can toggle them or
cycle through them with LeftAlt-Shift; to get rid of all but the one
you want to use, go to Start > Control Panel > Regional and Language
Options > Language, and from then on, XP and Vista are different, but
you should be able to find what to delete.
