When I try to open Ms Paint, I get a message that
says "This program has encountered an error and needs to
close". I can open Paint by right-clicking, and
clicking "run as", but when I do so, I cannot open any
files, or save anyfiles anywhere on my hard drive! I am
not an expert, and I am very fed-up with Microsofts'
useless 'help and support' centre, phone help- so this is
my last resort! Please tell me in simple step-by-step
directions, how i can fix this problem!

You may need someone who is familar with registry editing to assist you.

Close all instances of MSPaint that are running via Task Manager.
Then start/run regedit and navigate to this key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Current Version\Applets\Paint
Hightlight (click on) the key and delete it. Close registry editor and reopen
Paint.


Note you can save the registry key first by:
On the File menu, click Export.
In the File name box, type SaveKey, and then click Save.
Or create a system restore point prior to editing.
Note: If the registry key is not there, you can simply create one by going edit

I am currently haveing the same prob.I had some important work to do so at bare minimum i had to find a work around.
This is a good Temp fix In windows Xp create another user account via control panel/users Be sure to give this new name a admin rating . After doing this leave your current name logged on and switch over to the new user account you just created.Go to paint and try to start as normal.This gave me full access to all the files i needed unlike the previous method you tried that wouldnt . I have tried the REGEDIT method, Reintalling the program and unfortunatly all my restore points got deleted before i knew there was a problem so if anyone comes up with a perminent fix for this please let me know .
