MS Outlook Backups in XP

Installed the PST Backup tool for backing-up MS-Outlook 2003. "Backup" is
visible under the Outlook File menu in the XP account used to install PST.
When I attempt to run a backup from another XP account on the same computer,
File | Backup is not visible. How do I make "Backup" available in all XP
accounts ? If I reinstall under one account, I am afraid it will not be
visible in the first account. Running XP Professional, SP2.

You should post to an Outlook group, this has nothing to do with your o/s
Within Outlook you could check your com add-ins to ensure the backup addin
is checked
