ms outlook 2003 can't send email

I tried using the test button and received an error message 0x80042108 -
outlook is unable to connect to your incoming pop3 server, contact your ISP.
I tried using outlook express and it works - I can send and receive. Still
no luck with MS outlook. I can receive but not send email.

Then you have incorrectly set up your mail account in Outlook. Try
importing the working account from Outlook Express. File>Import and
Export>Import Internet Mail Account Settings
