Ms Mail Notification/Alert for Ms Windows Vista Home Premium??

Hi - How do you set this up, so that a "flag" appears next to the e-mail
shortcut when mail arrives? I have set up a the mail alert sound but can't
figure out how to do flag bit - I am sure this feature was part of Ms
Express when I was using Windows XP

You will have to set up a message rule:
Tools, Message Rules, Mail.
One of the selectable actions is "Flag it".
 
Sorry, I misunderstood your original question to refer to the flag
column in the message list.

Windows Mail puts a 'new e-mail' icon in the system tray (lower right
corner). Is that what you are referring to? I don't know about any
other flag.
 
That is the Quick Launch bar. As far as I know, there is no way
to have that icon alert for new incoming mail.
I don't use the Windows Sidebar. I know all kinds of 'gadgets'
have been developed for it, but I'm not familiar with those.
 
yes - although my e-mail shortcut appears on the left next to the windows
star button along the taskbar. if the flag can not be shown here to alert
new incoming mail can it be set up using the windows sidebar?

Ok - so is there a simple way of setting an alert somewhere on the desktop
for a user of ms mail when there is an incoming mail other than a "sound"
which I have already set up? (ps. I am very hard of hearing!)

No, not that I know of.
You probably know that you can change that new mail
notification sound with some other sound file that might be
more attention getting.
