In what ways is the ms dos startup disk helpful? I know that it gives
you a command prompt, but is that only for doing things from a floppy?

The answer to your question is 'yes'.. It is not particularly helpful to XP
users, especially if the hard drive is formatted NTFS.. XP CD's contain the
functions to partition and format hard drives, negating use of the floppy
drive..

Most of what was previously done with floppies can now be done with bootable
CD's, and some have taken to using 'Linux on a CD' versions like Knoppix
4.02 to sort out problems that would have traditionally been done with an
MS-DOS start-up diskette and collection of DOS utilities..

It would be as lovely as an extension to XP IMO is a USB working
equivalent were made available.

I can't see any reason why OEMs for example don't supply a version of
the OS on a USB pen to cater for events such as restore CD being a
continent away as has recently been posted in this ng.

While I have been rather truculent with OEM limitations i can't see any
reason why OEMs don't try to provide value added service.

Because you don't pay them the money too. This is competition - also known as race for the bottom.
