It sounds as though you are doing everything right.
Here's a set of steps I would like to try to see whether they fix this
issue.
1) go to start, accessories, system tools, disk cleanup, and let disk
cleanup clean the temporary Internet files.
2) uninstall Microsoft Antispyware
3) delete \program files\microsoft antispyware and all subfolders
You will lose access to any quarantined items, history, and custom settings
3) Taking care to be signed in as administrator, reinstall the current
version (.701) of Microsoft Antispyware.
Steps 1 and 3 are the most significant in this case, I think.
I believe this should take care of the situation unless there is some third
party program running at startup or in the background which is rolling back
changes to programs--this has come up occasionally before, but I don't have
any names of such programs at the tip of my tongue.
