I've yet to see a report of success, even using undelete tools of various
kinds. I don't see why this should be true, but the reports here are
universally negative.
If you quarantined something, it should be retrievable.
Are you certain that your current issue involves deleting something? If you
have a specific symptom, there may be an alternative fix.
If you feel you've deleted useful program code, System Restore can help with
that.
If you've lost Internet Connectivity, and are on XP SP2, go to a command
prompt and type
netsh winsock reset
and hit enter. Restart.
