MpOav.dll error

I've just re-installed Windows Vista and tried to download a program from the
internet only to get the following message at the end of the download:

ieuser.exe - Bad Image
---------------------------
C:\Program Files\Windows Defender\MpOav.dll is either not designed to run on
Windows or it contains an error. Try installing the program again using the
original installation media or contact your system administrator or the
software vendor for support.
---------------------------
OK
---------------------------


How do I fix it?

Does the account you are using have adminastrator privaliges or is it a
limited account? When installing or uninstalling Defender always do it as
admin.
 
I've been having the same problem. Do you know of anything that helps fix it?
I cannot get programs or websites to open nor can I download programs to
reinstall and replace the programs that no longer work.
