One of the best freeware for vcd conversion from MPG I know is TMPGEnc.

After encoding your mpg file into vcd compliant mpg file, you will need to
write a vcd compliant CD, which you may do it with Nero (New compilation/CD
/ VideoCD). You may even create a VCD menu (Menu tab).
I personnally use the paid version, as I often encode in DVD format for my
customers.
TMPGenc can't be beat. You may also want to look at the last freeware
version of VSO's DivXToDVD. For more info on converting video, a couple

I used to convert but it became a PIA. For a very reasonable price (I
think around $60) I bought a Phillips DVP642 DVD player which is
DivX-compatible. It also plays XviD and most other MPEG4's just fine. It
even plays the MPEG2 files that I pull off my Tivo. I highly recommend
this if you want to save yourself the time and hassle of converting your
video files.
NOTE: I have no affiliation with Phillips - I'm just a happy owner of
that DVD player.
