There are joiners, but I have been looking for a week or so and cannot find
a freeware splitter. I'm likely to spring for Video Redo, but it's $50.

P.S. I assumed you know about Microsoft Windows Movie Maker and did not want
to use it because of all the old files it requires you to keep.

Movie Maker can read mpeg but it can't write it. I also looked for a
long time (and continue to look) and went with VideoReDo.

There are some free ones listed at <www.videohelp.com> under the tools
section. None of them worked well for me but YMMV.
