mp3 - normalize volume- batch program

What is the best freeware program to bring all my mp3 files to the same
volume (normalize the volume/amplitude) when playing on my computer or
cd/mp3 player?

I would like to do it as a batch instead of each one independently and
also have it to whatever normal volume is expected for an mp3. That way
it would not change the ones that were right and only change the ones
that were 'out of spec".

As Corliss said, MP3Gain...if you want a change that will be used by any
decoder. If you don't - and use Winamp - any of the "compressor" plugins
will do it very nicely. The biggest advantage over MP3Gain or others is that
those are limited in what they can do both by the sound range of the file
and by the level of precision possible. Also, no reason you can't use both.
