Moving Windows XP licence to a new computer

I am running a the full version of Windows XP home edition.
I have a new PC and want to use this copy on that system.
The old system will not have this copy of Windows XP on it.
How do I transfer the licence so that it will work on the
new PC?

You need to install on the new system and then try to activate. Activation
will fail and you'll be given a number to telephone. Explain what you're
doing and they'll give you a new activation key.

You say you have the full version but just to clarify to those who may not,
if the software is OEM (e.g. it came with your computer), you may not
transfer the software to another machine.

OEM software doesn't always transfer to a computer of a different brand.
I'd suggest leaving the existing OEM license on the old computer, and buying
the Upgrade version for the new computer.

In any case, the EULA of OEM software doesn't permit you to move it anyway,
even if the software did.
