Moving Personal Folders (PSTs) from server to local machine

Hello,
We have around 100 users with PST files saved to their network "home
directory". Is there any kind of tool or method to move these files back to
the local PC? Originally, the policy was to save them on the network where
they would be backed up. Now (due to possible file corruption and the extra
network traffic caused by having the PSTs on the network), we want to move
those files to a local folder on the corresponding PC. We have tried using
VBA and VBScript to connect to the registry on each PC via WMI, however we
cannot seem to enumerate the HKey_Users hive (doesn't list the users) and
when querying the HKey_Current User hive, we cannot get any entries from the
Profiles key under "Software\Microsoft\Windows
NT\CurrentVersion\Windows Messaging Subsystem".
We were informed that there could be problems querying HKey_Users on
Win2000 with SP4 and applied the hotfix mentioned in article 817478
(http://support.microsoft.com/?id=817478). This seems to have had no effect.

System config: Win2000 SP4, Outlook 2000 SP3

Any help would be much appreciated!
