Moving Passwords

I understand that my clients passwords are encrypted on the website host's
server. I also understand from comments here that I can't download those
passwords for security reasons. Here is my question. If I decide in the
future to move my website to a different host, will I lose all of those
encrypted passwords? I don't see how that can be avoided.

Yes. That why it is better to use server-side scripting, such as ASP, ASP.Net, PHP, etc and a
database.

Is this the sort of thing one can learn quickly or should you hire someone
to do it?

It depends, if the site is hosted on Windows IIS and you can use Access, then see
