Moving Outlook Address book to top

We have some people on Outllok 2003 who have Global Address List at the top
of the "Show Names from the" option in Address Book. Others who have Outlook
Address Book at the top. They are on the same Exchange Server.
How can I configure one persons "Show Names from the" option to display in
this order:-
Outlook Address Book
Contacts
Global Address List

I know you can amend the fields to disaply first but this is the actual
order that is required from the top down.
 
No, that only opens to that folder, I'm on about the sort order to display
from the top in this order (not just which one displays as default)

That's the only option you have. Selecting which displays first is all most
users need. If they need to go to an alternate folder, then they're invoking
the dropdown anyway and it's the same number of steps to select an alternate
folder no matter what the order is.
Not sure why you need to do this. Contact Folders are displayed in the order
in which they were added.

Any suggestions as to why users on the same Exchange Server have this
displayed differently some have the order listed and others don't ?
It's baffling me and although not a huge problem, not as if Outlook isn't
working, they're quite tenacious in wanting an answer!

My guess is that it stems from the order in which the service was added to
the profile. If the Outlook Address Book service was added prior to the
Exchange service, then I suspect it will appear in the drop-down first. If
the Exchange service was added first, then the GAL will appear first.
 
Only the one I mentioned earlier. The Folders appear in the order in which
they were created or added to the Outlook Address Book.
