Moving Links bar

No matter where I move Links, whether to another bar or
to its own line, it will not be there when I open a new
browser. I unlock the toolbars before moving & re-lock
afterwords. I do this with only 1 browser open. Have
tried rebooting. Any ideas on how to make this
movement "stick"? Thanks.

The links folder is a System folder.
For example you cannot delete it, it will be recreated by the system.
You can however change the properties to hidden.
