moving from incoming mail to the web

Ever since downloading the new microsoft service pak I am
prevented from moving from outlook incoming mail to a
referred web site The message reads "the operation was
cancelled due to restrictions on this machine, contact
your system administrator" There is no system admin, on
this machine. this is my personal computer. How do I get
around this?
