Moving files and settings to a new PC

I've got to help a friend, who just got a new PC, move things from the old
PC to the new. His main concern is moving pictures and, emails and contact
in Outlook Express. Moving photos is obviously straight forward. What
about moving everything in OE? Is it just a matter of finding the folder
that the files are located in, and copying them (I'll use a USB drive) to
the same folder on the new PC?

Both PC's have XP. What about the utility that comes with XP, just for this
purpose: the "Files and Settings Transfer Wizard"? Anyone every used that?
Does it make the job easier?

After using "Files and Settings Transfer Wizard" I would NOT recommend it to
anyone else. And, as the article mentions, from your link, it is a shame
Microsoft doesn't continue to support this utility. It has the potential to
be very helpful. But it is very buggy. I created the backup/copy of
settings/files on an XP Pro machine, and then restored those settings on a
new XP Home machine; it crashed the first time, and both of the subsequent
times that I tried again. I could never get it to complete without
crashing. So I ended up getting some, but not all, settings restored. And
that's why I wouldn't recommend it to anyone else. I don't have a good
feeling about the state of the registry on this new computer, after using
that software.
