Moving contacts to Outlook 2007 from Excel

I made this post earlier, but guess it didn't make it.

I am running Excel 2007 and Outlook 2007 on Vista Home Premium (or
whatever). I exported my contacts from ACT into an Excel file, cleaned it up
and saved it as a CSV file.

I then opened Import in Outlook, choose "import from file or program - CSV
(Windows)" went to the Folder where the file was, and Outlook couldn't see it.

Any ideas?

Don't get offended by what may seem like obvious questions but need to be
asked.....

When you go to the folder via Windows Explorer where this folder is supposed
to exist - the exact file name is there with a .CSVextension correct? And
it's the same folder that you have browsed to from within Outlook? At the
very least, when you browse via Outlook to the target folder, you should be
able to select any file within it with a CSV extension. Assume you can
browse to this folder with Excel and open the .CSV file - correct?
