Moving between open windows with mouse clicks

Can't shift focus with a mouse click between open windows.
I have to click 3 times to get to the other open window. I
can switch between windows using alt+tab.

Can anyone help me find where I can configure this?

does it work ok if you swap focus using alt + tab ?

Have you tried replacing the mouse in case it has a defective
button?
