Moving around in an Excel Spreadsheet

Why can't I move down a cell in Excel when I hit the ENTER key on my number pad

It was working, now it just inserts data into the cell, but the cursor doesn't move down a cell.
 
Tools>Options>Edit, check Move selection after enter
