Hi
We are about to add some video to a website. a 3 min clip advertisement.
which we would like to stream.
Which is the best format which would enable most people to download the
footage without the dreaded "you need to add this plug-in dialogue box
appearing"

As a browser is not a media player, none.

Here's the story: If a browser has the capability of displaying a document,
it does.
If it does not, it checks plug-ins to see whether one of them can display
it.
If there are none, it checks the tag (if any) of the object, to see if a
plug-in can be installed.
If not, it will display a download dialog box.

Ok, so would something that can be played on media player which is shipped
with windows be an advantage? if so is Mpeg better than avi /asf .

It all depends on the client settings, that is, what media player is
configured to play a particular type of file. However, I think you are on
basically the right track. Just don't expect it to work everywhere in the
same way.
