Does Movie Maker 2 allow you to record or play back a clip backwards. I need to have this feature to make my movie.

MM2 doesn't have that as a built-in feature. You have to do it with other
software and then use the clip in MM2.... or at least use other software to
break the clip into individual frames that you can put in reverse sequence
in MM2, as I do with the info on the Editing > Video > Reverse Effect page
of my site.
