Movie background

Can I use a movie as a background in powerpoint. Ofcourse
it need be only a small file with a repeated motion like
wind blowing rustling foliage for instance
 
Unfortunately powerpoint plays all media objects "on top" of your content.

The only exception is an animated GIF

Unfortunately, though, I cannot use it, as I am using
Powerpoint 2000 on Windows 98.
Is there a way out yet?!
