moved text, graphics and pictures

After I am done working on the website, I save it and close Frontpage program. When I open it back up, everything, graphics, pictures and text is moved all over the place. How do I prevent that? Also, I'm new to thi. How can I put test over a picture that can only be seen when the cursor is over the picture. I know it can be done but I sure can't figure out how. Thanks, jwajcs,

You're not using absolute positioning are you? Don't! Use tables and cells
to position text, photos etc.
