Moved folders and now no startup screen

I tried to move files to a new eternal hard drive and now my screen comes up
blank, cannot open windows explorer and no processes are running. How do I
restore my system or re- copy the applicable files back to my c: drive?

I guess that depends on what files you moved... which folders specifically?

Try booting your pc into safe mode... way to do this is to hit F8 exactly
before windows starts booting... i.e. after the bios messages disappear...
a menu will come up and hopefully you can boot into safe mode and restore
from there.

If that fails... then your next option is to use the recovery console...
it's an option on the Windows XP setup cd
