move XP licence to another machine

My Father just put together a new computer. He wants to
remove his licence of XP pro off of his old machine
(install 98ME in its place after an fdisk) then re-
install XP on his new machine.

How can this be done?

Do it as you say.
Attempt internet activation.
If that fails, choose option to activate by phone.
Call displayed phone number, done in about 5 minutes.
