Movable property of form

For some reason I can't change the "Movable" property in the property sheet
for any of my forms. I'm using Access 2007 and can't find any settings that
would prevent this. Can anyone help?

What exactly is the "Movable" property? Don't have AC2007, but have never
heard of the property in any previous version.

Its a form property on the property sheet for the form, either the form is
movable or its not but I cant change the setting for some reason. I can
change the setting on databases created in earlier versions
