Mouseover TextBox Timing

I'd like to know how to adjust the time the mouseover text box is displayed.
For example, if I move the mouse pointer over the date, a text window
appears. As long as I don't move the mouse, the textbox stays. However,
after a few seconds, the textbox dissappears by itself. Can I set up Windows
to change this behavior so that the textbox does not disappear as long as I
don't move the mouse, or dissappears after a longer time period?

Another tooltip, balloon tip tip.

To change the Text and Background colors on balloon tips.

Right click Desktop | Properties | Appearances tab |
Advanced button | Item: Tooltip |
Color 1: is the back ground color
Color: is the font color

Settings are stored here:
HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics
Value Name: StatusFont

StatusFont stores information about the font used in status bars and
tooltips.

Thanks for helping Wes. The tip regarding changing the colors worked. The
tip for adjusting the balloon tip display time did not work. FYI, I tried
both manual regedit and the reg file at the site you linked to. No matter
what I changed the value to, the window stays up for 5 seconds and then
disappears. I'm using a Sager notebook computer with XP SP2 Home updated via
Windows Update and vendor provided NVidia display drivers. Could the balloon
tip timing reg entry you gave me be refering to something else?
